DEVELOP INNOVATIVE GOVERNANCE METHODS AND BUSINESS CASES FOR CLIMATE ADAPTATIONS IN ASIA

The outcome of the MARE ASIA project are aimed to serve as an example of methods & guidance and potential solutions that can be implemented by local authorities in other parts of Asia in order to achieve economic growth and climate adaptation.These promising methods comprise: the climate adaptation mainstreaming of investments and the Learning & Action Alliance approach.

GREEN CITIES ACTION PLAN

Integrated urban plans will be developed for the selected countries through incorporation of environmental criteria and climate change adaptation by the following activities:

  • Developing an urban profile – based on environmental, social and economic conditions combined with evaluation of needs for each city, urban initiatives will be identified and prioritized in order to increase resource efficiency and mitigate the risks;
  • Developing an urban management and implementation plan (UM & IP) – developing plan for short term initiatives focused on resilient urban services as well as long term strategy for the future initiatives and retrofits.

URBAN MANAGEMENT PARTNERSHIP

A new partnership will be established to develop strategies and capabilities on national and local scale. That concerns governments, civil society as well as private sector in green city planning and management. Developing of new innovative implementations mechanisms will be based on the following pillars:

  • Knowledge – In order to strengthen capacity for the implementation of the green cities project, the partners support sharing the knowledge and competencies in integrated urban planning and environmental management. The aim is to strengthen the capabilities of the city by supporting the education curriculum, vocational education for green industry and the society awareness on the environmental issues. The ultimate goal is to reach a level of a green economy, providing green jobs.
  • Finance – The goal is to identify innovative finance mechanisms for a sustainable green city development by structuring country-specific models for urban infrastructure finance facilities based on their operation scope and indicative financing needs.

EXPAND LEARNING AND ACTION ALLIANCES

LAAs are open fora of public, research and private organizations, citizens an NGOs that deal with challenges faced by urbanization and climate change.

The development of new innovative strategies and approach to climate adaptation in Asia requires joint collaboration between authorities, industry and research institutes. The processes implemented through MARE ASIA project are lead and implemented by the networks in form of Learning and Action Alliances. It is a joint initiative of stakeholder platforms at different institutional level that seeks to achieve a broad impact on the targeted area (city/country/municipality) through the development of innovative approaches.
